Dubai, said that officers can be divided into two types: Road openers who love
to serve people and road blockers who make easy things difficult.

road blockers. Road openers are those who love to serve people and find their
delight in making life easier for others and their value in what they give and
present and their real achievement is to make life better. They open the doors,
offer solutions and seek always to benefit people. Road blockers are those who
make easy things difficult and make wide roads narrower. They suggest actions
to make life harder and find their pleasure in keeping people in need for them,
knocking at their doors and crowded before their desks.
No country or government can succeed unless they have more of the first
type and less of the second, he said
